City of Melbourne

City of Melbourne is one of Australia’s largest councils and is responsible for providing a range of public services for more than 100,611 residents and 788,000 visitors each day. ​

With over one million international visitors every year and high profile events hosted locally, City of Melbourne relies on a mobile and efficient workforce to maintain its profile as one of the world’s most liveable cities. 

City of Melbourne historically procured temporary and contract staff through a panel supply model. Yet manually managing over 50 recruitment agencies created a challenge to gain 100% visibility of spend. Plus, with over 100 hiring managers across mulitple locations and an average of over 100 temporary and contract staff across a range of different job categories each week meant controlling costs and objectively assessing and managing recruitment agency performance was a real challenge. Managing off-contract spend was a challenge as hiring managers did need to look outside the panel to find a particular skill set or to quickly fill a role. This collectively meant that reporting was also de-centralised and resource intensive to collate.

HR and Procurement stakeholders took a decisive step to better understand new and emerging supply models that leveraged integrated technology solutions, including vendor neutrality and decided to make a change. 

The solution

Comensura was appointed following a competitive tender and implemented a neutral vendor managed service model. The aim was to provide 100% visibility of recruitment spend and an ability to control approval processes. 

This included implementing our c.net technology platform to standardise and streamline the entire requisition to pay process and all CoM hiring managers and suppliers were trained on its use. A dedicated Relationship Manager was also appointed to contract manage the incumbent recruitment agency panel and provide the opportunity for them to continue to supply to CoM as on new standardised contractual terms, which closely govern costs, expected service levels and statutory requirements, such as valid insurances and worker eligibility.

The results

A number of significant results have been achieved, including:
  • 100% visibility of recruitment spend
  • Complete ability to control temporary labour usage and spend
  • An average 10% saved per annum for the last four years
 
Now the five year relationship has been extended by a further three years, following a competitive retender. The new contract is for a neutral vendor managed service to cover temporary, contract and permanent recruitment agency services.
